The services to be performed by CONTRACTOR shall consist of services requested by the Project Director and shall include, but not be limited to, the following:
The scope of work for this Agreement shall provide for traffic control services, in accordance with the 2014 California Manual on Uniform Traffic Control Devices (“CA MUTCD”) Revision 3 (“Rev 3”), to support weekend shutdown construction activities for the C55 interlocking renewal project and the R65 interlocking renewal project. Construction activities shall include the movement of a crane, trucks, heavy equipment and maintenance personnel, which will mobilize in the area affecting traffic and shall require road closures. The traffic control service shall provide 24-hour service coverage including weekends and holidays as needed. The traffic control CONTRACTOR shall provide the required signage, equipment and flaggers, in accordance with the 2014 California Manual on Uniform Traffic Control Devices (“CA MUTCD”) Revision 3 (“Rev 3”), to allow BART maintenance access for renewal construction.

The C55 interlocking access points are shown in the attached photo(s), titled “Appendix A”. Access locations are on San Miguel Rd. just south of Systron Dr., in Concord, California, which will require a road closure. Vehicles that will access the site may include but not be limited to cranes, excavators, rollers, and crew trucks.
Additional flaggers shall be provided as shown in the attached photo(s), titled “Appendix B” for Monument Blvd. north of Systron Dr., to allow access and egress of vehicles to the laydown area.
The traffic control CONTRACTOR shall obtain all required permits from authorities having jurisdiction to provide for traffic closure and shall provide flagging services and any required detour and road access plans. Traffic control plans developed by the CONTRACTOR shall meet all requirements and be approved by BART Project Director and all authorities having jurisdiction. Traffic control plans and services shall be provided as needed to support BART maintenance work on specified dates.

The following are the anticipated weekend shutdown dates, which are tentative and non-binding:
• 04/27/2019 – 04/29/2019
• 05/11/2019 – 05/13/2019
• 05/25/2019 – 05/28/2019
• 06/08/2019 – 06/10/2019
Work shifts shall take place during weekend shutdown windows of 52 continuous hours. Windows are assigned to begin at 1:00 am Saturday to 4:00 am Monday. One weekend shutdown will utilize the three-day Memorial Day weekend. The work window will begin at 1:00 am Saturday May 25th, 2019 to 4:00 am Tuesday May 28th, 2019 for a total of 76 continuous hours. Traffic control services shall offer all appropriate provisions to perform this work. The dates and times CONTRACTOR shall perform work are subject to change and are at the sole discretion and direction of BART.
